On June 26, 2026, a meeting of the architectural and urban planning council took place, during which the Archizem specialists presented the draft Comprehensive Plan for the Spatial Development of the Territory (CSDP) of the Pivdenne urban territorial community of Odesa district, Odesa region. This strategically important document was developed commissioned by the Architecture and Urban Planning Department of Pivdenne City Council; in addition to the actual comprehensive plan of the community, the document contains the General Plan of the Settlement of Pivdenne city, planning solutions for the villages of Sychavka, Koshary, and the settlement of Novi Biliary, as well as a report on the strategic environmental assessment and a section on engineering and technical civil protection measures.

🏙 Pivdenne city
The project provides for the expansion of the city limits from 1,029.01 ha to 2,448.38 ha. The area of residential development will increase to 424.38 ha, which will allow for ensuring the prospective development of the community, meeting the housing needs of the population (the number of which is projected at the level of 47.5 thousand people by 2046), and creating conditions for the phased relocation of residents from technogenically hazardous territories. The construction of new residential microdistricts, educational, healthcare, and cultural institutions is also planned. An important component of the project will be the creation of the Pryberezhna tourist and recreation zone with a yacht marina, parks, and modern public spaces.
🌾 Sychavka village
The territory of the village is planned to be increased almost threefold — to 1,604.4 ha. New residential quarters, a modern educational and training complex, an outpatient clinic, and a recreation cluster on the coast — an archaeopark near the Antichne Horodyshche Koshary landmark — are provided. Among the key infrastructure solutions are the construction of a centralized wastewater disposal system and over 14 km of new automobile roads.
🏡 Koshary village
The boundaries of the settlement will expand to 1,100.9 ha, in particular due to the inclusion of over 214 ha of territories of garden societies, which will transform into residential development in the perspective. The project also provides for the construction of a school for 1,200 students, kindergartens, and a logistics cluster with an area of 298.58 ha near the M-14 automobile road.
🏭 Novi Biliary settlement
The project defines the transformation of the settlement into an industrial and logistics hub of state importance, which will become part of the industrial belt of the Pivdennyi port and the Odesa Port Plant (OPP). Given the significant industrial load, the residential function of the territory is planned to be phased out, and residents are to be relocated in stages to new residential quarters of Pivdenne city. For the improvement of the ecological situation, the creation of a large-scale buffer green zone is provided.
🌱 Strategic environmental assessment and approvals
The strategic environmental assessment procedure has been successfully passed. Currently, the development team has completed the coordination of the civil protection section with the State Emergency Service of Ukraine. The final integration of the requirements of the Department of Culture and interaction with other relevant institutions to complete all necessary approval procedures are also ongoing.
