On December 22, 2021, at the session of the Blagodatne village council, the town planning documentation was approved, which includes: master plans, zoning plans and reports on strategic ecological assessment (CEO) of villages - Blagodatne, Bulatselove, Vinohrálové Dnyi Yar, Voevodske, Zelena Polyana, Novohryhorivka, Novomykhailivka, Ostapivka, Ryabokonevo, Sadove and Semenivka of Blagodatnensky rural HG of Pervomaisky district of Mykolaiv region.
The draft master plans were reviewed and approved by the members of the Town Planning Council at the Department of Urban Planning and Architecture of the Nikolaev Regional State Administration on October 28 and November 30, 2021.
Blagodatne territorial community is located in the northern part of the Nikolaev area. The South Bug River flows through the territory of the community, and within the community there is a part of the National Natural Park “Buzkiy Gard”. As part of the community, 7 village councils (or 12 villages) were united, for 11 of which our company developed and issued urban planning documentation. The population of the AHG is 5,688 people and the area is 40,340 hectares (403.40 sq km). The largest settlements are the villages of Blagodatne, Voevodske and Semenivka.
The village of Blahodatne is the administrative center of the community. The master plan envisages expanding the boundaries of Graceful from 380,3823 hectares to 400,3208 hectares. The design documentation provides for the placement of residential, recreational, industrial and commercial zones and areas of public, educational and sports facilities. The increase in the area of the settlement is planned due to the inclusion of two enterprises in the north and south of the village.
In the village of Voevodske there is one of the largest enterprises in the country — the farm “Promin”, which specializes in the cultivation and processing of agricultural products, and is also an enterprise of the farming direction (dairy and pig farm with estimated livestock up to 12,000 heads).
The master plan provides for an increase in the area of Voevodsky at the expense of the territories in the east, northeast and southwest of the village. The increase in the territory of the village is necessary for the further development of the production zone, namely: for the creation of small private enterprises for the storage of products, the expansion of capacity in the existing direction of production (farm and agricultural activities), as well as the development of the existing industrial complex, it is envisaged to place project agricultural and communal storage enterprises.
The master plan of the village of Semenivka provides for the expansion of the boundaries from 442.2 hectares to 561.28 hectares, due to the reserve lands of Blagodatnenska AHG. The village is located along the picturesque bank of the river Pivdennyi Bug and within the NPP “Buzkiy Gard”, which determines the valuable territorial location of the village in terms of tourist and recreational potential. The draft master plan proposed the development of the tourist area of the village.
The remaining villages of Blagodatnenskaya AHG belong to small settlements. The projects of master plans propose the comprehensive development of each settlement. All solutions were developed in order to improve the existing functional zoning of the territory of villages, the development of new housing developments and institutions of social and domestic service of the population.
The reports on the CEO were developed in accordance with the Law “On Strategic Environmental Assessment”. During the preparation of the reports, public discussions and consultations with the executive authorities were held. The received proposals were taken into account and included in the urban planning documentation. The reports on the CEO provide for the analysis and assessment of the possible consequences and risks of the implementation of the design decisions of the Master Plans, both on individual components of the environment and on the complex conditions of the territory, as well as on public health.
