The company “Archizem” completed the development of the historical and architectural reference plan of the city. Kodyma of the Odesa region with the definition of boundaries and modes of use of historical areas, which was developed as part of the General Plan of the city. Kodyma. By the order of the Ministry of Culture and Information Policy of Ukraine No. 327 of 01.05.2024, the specified historical and architectural reference plan was approved.
Historical and architectural reference plan is a scientific and design documentation that reflects information about immovable objects of cultural heritage of the settlement, related historical buildings (significant and ordinary historical buildings); lands of historical and cultural purpose; places of lost houses, structures, defensive fortifications sites of important historical or urban importance; disharmonious buildings and structures; natural monuments, nature reserves, valuable natural landscapes; boundaries of historical areas of the inhabited place; boundaries of zones of protection of cultural monuments legacies that are in force at the time of drawing up the historical and architectural reference plan. The creation of such a plan is essential to preserve the integrity of the historical heritage, the unique architectural image and character of the city, to ensure its rational development and to create an aesthetic and functional environment.
In accordance with Article 47 of the Law of Ukraine “On Land Management” within the framework of scientific and project documentation in the field of cultural heritage protection, a land management project is developed on the organization and establishment of boundaries of the territories of the nature reserve fund and other conservation purposes, recreational, recreational, historical and cultural, forestry purposes, land water reserve and water protection zones, restrictions on the use of lands and their regime-forming objects, in order to enter into the State Land Cadastre information about the boundaries and regimes of land use within the territories of cultural heritage monuments, historical and cultural reserves, historical and cultural protected areas, protected archaeological areas, protection zones, buffer zones, historical areas of inhabited places, territories of objects of cultural world heritage.
This scientific project documentation was one of the first in Ukraine to be reviewed by the Ministry of Culture and Information Policy; received positive feedback and was approved by the relevant Order of the Ministry. After that, in accordance with p. 5 The order was submitted on 28.05.2024 for inclusion in the State Land Cadastre and on 31.05.2024 the restriction on the use of land was successfully entered into the State Land Cadastre.
Historical and architectural reference plans, as well as the boundaries of historical areas, together with the zones of protection of cultural heritage monuments, are the basis for design decisions in master plans and detailed plans of the territory of historical settlements.
