On 13 March 2025, public hearings were held at the Department of Architecture and Urban Planning of the Executive Committee of the Chornomorsk City Council of Odesa Raion, Odesa Region. The hearings concerned the detailed plan of a part of the territory of the 13th residential micro-district with a total area of 1.0 ha for the construction of multi-storey residential buildings. During the event, the key solutions set out in the urban planning documentation were presented.
The detailed plan of the territory is an integral part of urban planning documentation at the local level. Its preparation makes it possible to ensure a coherent and balanced organisation of the territory, to take into account the State Building Codes of Ukraine, the interests of the community and the plans for the social and economic development of the settlement. The document clearly defines the boundaries and the functional purpose of the land plot, the development parameters and the specific features of the engineering and utility infrastructure of the territory.
Under the proposed project, three single-section multi-storey residential buildings are envisaged. The ground floors of these buildings are intended to accommodate social infrastructure facilities, such as a family medicine outpatient clinic, a pharmacy, child development centres, premises for fitness and wellness activities, retail units and household service enterprises. To ensure an appropriate level of safety for the population, a civil protection shelter is planned in the underground space.
Within the site, a two-level underground car park will be constructed, which will make it possible to organise permanent parking for residents’ vehicles. In addition, open parking areas will be provided, as well as bicycle parking spaces near each building.
The project also provides for comprehensive landscaping and greening of the territory, including the construction of a small park with recreation areas, pedestrian sidewalks and access roads, as well as lawns.
Such a detailed plan of the territory is of particular importance for the further development of the micro-district, as it enables integrated development, the planned placement of all necessary service facilities and engineering infrastructure, and compliance with standards and requirements in the field of environmental protection. Public participation in the discussion of such documents is a key factor in ensuring the transparency of urban planning decisions and in taking into account the interests of the territorial community’s residents. Open dialogue between local self-government bodies, documentation developers and citizens makes it possible to arrive at balanced decisions aimed at developing a comfortable and safe urban environment.
