Consideration of the master plan of the city of Bila Tserkva at the Town Planning Council under the KOSA

On June 20, 2024, an architectural and urban planning council was held under the Kyiv Regional Military Administration, at which the draft urban planning documentation “Amendments to the general plan of the city of Bila Tserkva and the zoning plan of the city of Bila Tserkva” was considered.

The urban planning documentation was developed by the company “Arhizem” on the order of the Department of Urban Planning and Architecture of the Belotserkivsk City Council. The project was presented by the chief architect Tatiana Cherney.

As part of the urban planning documentation are completed:

- “Historical and architectural reference plan of the city of Bila Tserkva”,

- “The master plan of m. Bila Tserkva” (amendments),

- “Plan of zoning of the territory (zoning) of Bila Tserkva” (amendments),

- Strategic Environmental Assessment Report.

Historical and architectural reference plan — scientific and design documentation, which places restrictions on the use of territories to ensure the preservation of the historical cultural heritage of the city. The historical and architectural reference plan, as well as the boundaries of the historical areas together with the zones of protection of cultural heritage monuments are the basis for the design decisions adopted in the master plan of the city. Bila Tserkva.

Bila Tserkva is a city of regional subordination, the center of the administrative district of the same name, located in the southwest of the Kyiv region. The distance to the capital of Ukraine — Kyiv — is 84 km.

The city belongs to the territories with significant environmental, recreational, recreational, historical and cultural potential, as well as a high level of urban development.

The development of the settlement is significantly influenced by its location at the intersection of highways of state, national and regional importance or in their zone of influence.

Taking into account the existing urban planning situation and planning restrictions operating within the design area, the main directions of development of the settlement have been determined; new areas of urban development have been formed, proposals for the development of transport and engineering infrastructure have been provided.

As a result, the decisions of the master plan were aimed at increasing the indicators of the comfort of living of the population and improving the indicators of the state of the environment.

The project defines a long-term strategy for the planning and use of the territory, taking into account social, economic, environmental and infrastructural aspects. The decisions taken in the future will ensure the creation of favorable conditions for the life of residents, the development of the economy and environmental and cultural heritage sites.
